In July 2025, the U.S. Department of Agriculture (USDA) announced a sweeping reorganization plan that could significantly affect Tribal governments, producers, and service delivery across Indian Country. The Indigenous Food and Agriculture Initiative (IFAI) has published an impact analysis outlining how the relocation of over 5,000 USDA employees and the consolidation of regional offices may reduce access to knowledgeable staff, delay funding processes, and disrupt Tribal consultation.
The plan proposes centralizing Tribal relations functions within the Office of Tribal Relations (OTR) in Washington, D.C., raising concerns about capacity and responsiveness. Tribal-serving positions embedded in USDA agencies may be relocated or restructured, weakening subject-matter expertise and creating bureaucratic hurdles. Additionally, the restructuring of agencies like NRCS, FNS, and NASS could lead to service delays, data gaps, and reduced support for Tribal producers and nutrition programs.
IFAI has provided this report for Tribal governments and stakeholders to download and understand the potential impacts to prepare for upcoming changes.
